Yes but you have to go through one of Rick's proxy servers to use it.

If you want to connect through proxies that you don't control, yes.
I took it down because no one used it on my system: they can connect
via telnet and ssh (when I feel like turning the Linux server back
on again) ... so no need for a Web-based solution here.
