I do not know of such a tool.
When I migrated from Squish to JAM I used Golded to do the task.
I was haunted by your possible intentions, and had a double-think
about what you want to do.
I'll explain. My tosser (Fmail) stores dupes and bad messages in
Hudson areas. I'd like to move those messages to JAM areas (or to
*.MSG, or whatever), to avoid issues if the HMB grows too much.

I haven't used NetMgr for years but I think it'll do this for you.
I would avoid any move options (or better, have a backup) in case you
need to go back to step one for some reason.

I know. I suffered FMail for three years. Now I play with Mystic (emphasis on 'play').

I've been using Fmail (latest version) for several months now (all echoareas in JAM) and it works very well, no issues.
