If you can't connect directly your node to an IP network you need
to simulate a pots network over telnet with something like this:

I used to have an AS400 working, but it's now taken out of mission. While it lasted, it was a real challenge, especially making the network working with my XP system.

Love the VAX... :) I had one running on SIMH for a while too.
Probably should bring that backup... love the OS. :)
