I'm getting this problem when trying to send an outbound E-mail.
I've reviewed the wiki on setting it up, and it's correct I
believe. I'm also setup through DigitalMan and Synchronet. The
address is correct, so what's the problem?

Your ISP is likely blocking outbound connections to TCP port 25, so
you'll need to relay to TCP port 587 at mail.synchro.net as documented here:

Alternatively, if you using Synchronet Control Panel for Windows, you can use the SBBSCTRL:Mail->Configure menu option to make the configuration changes and then hit the 'OK' button:
