Check SCFG->System->Advanced Options->Maximum User Inactivity. The default setting is "5 minutes".
The online help in SCFG explains the difference between this setting and SCFG->Servers->Terminal Server->Max User Inactivity (default: <disabled>).

The online help is only useful if you find it in the Advanced Options section, no such notice exists for the Terminal Server other than a link to the wiki page. Thanks. I have now got it sorted.
