How could I stop it permanently?

I thought it was related to OneSync, but it seemed that it's NOT.

"Clipboard User Service (cbdhsvc) is responsible for managing the
clipboard history and syncing the clipboard data across devices.
This means that each user on the computer has their own copy
of the clipboard, and the Clipboard User Service ensures that
the clipboard is synchronized between users."

That is not worded exactly correctly, but I'm not going to edit it.

Make sure that your settings do not "aggravate" the Clipboard User Service. Notice how in my settings, I am not selecting any fancy services
to encourage it to start. Whether this will help or not, I do not know,
but at least this should be set so the system doesn't try to reinstall something.

I think you may lose Clipboard operation completely if
    you disable the parent service.

Now that I disabled a lot of per-user processes, Settings->System became inoperable. I could not reach that page anymore.

Is there an alternative route or bypass to that? Well... :)

Something has happened to you! I can no longer make
out who you are or track you. It seems you have made
too many adjustments to your OS.

Well my Window$ Experience is still fine. Firefox & Thunderbird are working as they were. Music is playing fine withg MPG123.EXE in a Commamnd Prompt. Powershell is working.

I still cannot turn off that "Windows Push Notifications User Service xxxxx"... :)

    https://www.reddit.com/r/techsupport/comments/kxiu9y/windows_10_i_need_help_disabling_windows_push/?rdt=46934

    To disable Push Notifications:

    HKLM\SYSTEM\ControlSet001\Services\WpnUserService\Start = "4"

    HKLM\SYSTEM\ControlSet001\Services\WpnUserService_xxxxx\Start = "4"

Optionally you should also disable the system Push Notification service:

    HKLM\SYSTEM\ControlSet001\Services\WpnService\Start = "4"
