Was on a long flight on an Airbus 320 series jet from Spirit Airlines whichNot all usb ports supply power when in suspend or shutdown.
I had never flown on before and I found there are no electrical chargers.
No USB outlets. No electrical outlets. No reclining seats. No seatback entertainment. No seat
pouches. Nothing.
So I used my phone until it was dead, and then a tablet until it was too.
Halfway through the flight realized I had my laptop so I plugged a USB-A cable into the shut-down folded-closed tiny HP Stream 11 laptop.
But it didn't charge anything via the (shut down) laptop USB-A port.
If I opened the laptop (still shut down) it still didn't charge out the
USB-A port to a phone - but if I booted to Windows 10, then it did charge.
Why?
Is this normal Windows 10 behavior?
Or is this normal HP laptop behavior?

If a laptop didn't completely shut down all of its electronics apart
from the on/off button then the battery life would be terrible.
It has to be on for the USB ports to provide power out and then it may
well negotiate a higher charge rate with your phone if it is USB C.

My Acer Swift Edge has four USB ports of which one Type 3.2 provides power-off charging. It depends entirely on the laptop and the port, the version of Windows is irrelevant.

But indeed, it's configurable. As I wrote, with any laptop, you should
at least get 500mA out of it, with a little luck 900mA. Not much for
charging a smartphone, but probably enough to keep it running.

The version of Windows/Linux/iOS is irrelevant but most laptops in circulation at present require that they are switched *on* and running
