    Not all usb ports supply power when in suspend or shutdown.
    My Dell has 2 ports, one is labeled power delivery I think that's the term.
    anyway, one does and one does not deliver power when turned off.

    If a laptop didn't completely shut down all of its electronics apart
    from the on/off button then the battery life would be terrible.

    It has to be on for the USB ports to provide power out and then it may
    well negotiate a higher charge rate with your phone if it is USB C.

    I carry a power block for long journeys since working USB charging ports
    on flights is far from guaranteed.

    Sure, a laptop which *does* have USB PD (Power Delivery), can provide power-off charging.

    But for a laptop which does *not* have USB PD, MikeS is correct that
    the laptop has to be on to provide a little power to the USB ports, upto
    500mA for USB 2, upto 900mA for (non-PD) USB 3. (For non-PD, a USB-C
    USB 3 port can theoretically provide upto 3A, but that's not likely.)

    My Lenovo's have USB power capability in standby or power off modes.
    However, that needs to be turned on in bios.
    Perhaps yours is similar...
    Did you look in bios?

    circulation at present require that they are switched *on* and running
    before any of the external USB ports are powered up.

    Otherwise you end up with your USB coffee warmer/fan discharging its
    battery when it is notionally switched off and sat at your desk.

    Desktop PCs are often the other way around with some, possibly all USB
    ports powered for basic 500mA use even when the box is nominally off.

    But indeed, it's configurable. As I wrote, with any laptop, you should
    at least get 500mA out of it, with a little luck 900mA. Not much for
    charging a smartphone, but probably enough to keep it running.

    I understood his laptop could be double boot. The same laptop can be
    configured differently on each boot. Modern laptops can configure on
    bios what ports, if any, will supply charge when the laptop is off. And,
