Simply what I can do with a pen on a sheet of paper:
Write and delete with the rubber.
Possibly freeware. Inkscape makes me a cane.
Also to Pago, reasonably. No subscription.

If you wish to draw, you could use an input device.
But, they can be expensive, as in the ones which have
a display so you can see immediately what you have drawn.

Inkscape is SVG (scalable vector graphics). Other drawing tools
use pixmaps, and when you swipe on a curve, a series of pixels
receive the color. If you are using a pressure-sensitive
stylus or pen on your drawing device, then the software
also needs to handle pressure sensitive inputs. Some older
tools, would not know there was a pressure input, and would
only receive the X,Y coordinates.
Drawings can look pretty bad if prepared using a mouse cursor.
Or if they are done using the touchpad on the laptop.
If you are doing line drawings, and not sketches, that
is a separate question.
