and of the error message you get with installing the package.

The current telegram-desktop is 3.5 available for 64bit linux as flatpak
or snap. The 'latest' t-d I can find for 32 bit linux is 2.4.4
available as a 'static build' at github which must require compiling.
I think you are stuck back at 2.4.4 if you are going to stay 32 bit.

PPA works good with 64bit xubuntu.

When I look at the page you indicate above, I see that it has .deb/s for several different v.
Your 32bit Xub is based on Bionic, not Focal. If you add the repo in the manner advised, it is supposed to put the proper repo in your sources.
An alternative way to get the .deb is to navigate to the files for each version, in your case bionic and dl the .deb directly.

I wonder if something went wrong about the version. I think all of the versions for the different Ub releases are named the same.

PPA works good with 64bit xubuntu.
Your CPU isn't able to run a x86_64 OS. Ubuntu (and therefore allkeywords=telegram&searchon=names&suite=stable§ion=all
derivates including Xubuntu) completely ceased support for i386 with
19.10.
Install Debian on your System, they have telegram-desktop for i386 in up-to-date versions.
