What you are given unasked is stealing?

    Can be, actually ....

If a Top Secret file falls out of some govt couriers
black briefcase onto the street and you pick it up,
noting it's marked Top Secret, then NO, you can't
start publishing everything in there. If ya got an
admiral drunk, got his loose lips to reveal the big
plan for invading Okinawa, then NO you can't blab
any of it or sell it to the Daily Planet.

This case was kinda similar - 'found', even improperly
'given', is NOT an excuse. This sort of stuff can get
soldiers and more nastily KILLED and lends aid and
comfort to a bunch of unpleasant enemies.

Is it WORTH pursuing Goldberg at this point ?
Likely not ... but it WOULD be worth some warning
shots at him and any FUTURE blabbers about exposing
known secret govt/mil info. NEXT dink gets the full
treatment - all have been warned.

As for Mr. NAZI-Pike-Up-The-Ass ... he doesn't care
about the info, only that a horrible awful animal
JEW was involved in any way. I can visualize him
right now ... a bit of boot-black under his nose,
practicing his SEIG HEILs in front of the mirror ....

You are too young to remember
