Modular and panelized housing is legal in Florida for HVHZ 175 class D, Non coast line..
Now personally I prefer panelized homes and the only real difference is the wall panels are fabricated in a plant rather than on-site.
We did one for my sister and in 10 days (mostly the 2 weekends) we went from foundation to under roof, including all exterior insulation, window and door installation and rough floor. Pricewise, it was probably a wash, but finance charges savings for getting under roof were not to be ignored. We then did
the rough-in plumbing for the vent piping and finished off the roof.
Concurrent with this the main breaker panel and meter base were installed,
and utility power applied.
Caution: You MUST pay particular attention to the foundation for both dimensional and squareness accuracy as the house that is going on that foundation has already been fabricated and you have little slack to make adjustments for an inaccurate foundation.
