    There is a significant difference between these two scenarios. In the
    first, it is American Tax Paying Citizens funding other American Tax
    Paying Citizins and offereing assistance.

    In the second scenario, it isn't.

    Leftists seem to priortise random people from other parts of the world,
    over their own compatriots.

    That's an incorrect statement. States collect federal taxes for the
    federal government, they don't "pay" them.
