    Nope.

Q: Who controls the census and who can change the way it's taken?

The PRESIDENT and Department of Commerce: THE PRESIDENT, through the Secretary of Commerce, oversees the Census Bureau and CAN ISSUE
    EXECUTIVE ORDERS.

    =====

The U.S. Census is mandated by the Constitution and is controlled by
several branches of the federal government, each with a different
    level of authority.

    Who Controls the Census

The U.S. Census Bureau, a federal agency within the Department of
Commerce, is the entity responsible for conducting the census. The
Director of the Census Bureau is nominated by the President and
    confirmed by the Senate.

Who Can Change the Way It's Taken

The authority to change the census process is distributed among the legislative, executive, and judicial branches:

Congress: According to the Constitution, Congress has the primary
authority to direct the manner in which the census is taken.
Congress passes the laws (Title 13 of the U.S. Code) that govern the
census, including its funding, and can add or remove questions.

The President and Department of Commerce: The President, through the Secretary of Commerce, oversees the Census Bureau and can issue
executive orders. However, these actions are often challenged and
are subject to the laws passed by Congress and rulings by the
    courts.

The U.S. Supreme Court: The Supreme Court has the power to rule on
the legality of census-related policies and questions. For example,
the Court has blocked attempts to add certain questions to the
census when it found the rationale for the addition to be
    insufficient.

In summary, while the Census Bureau manages the day-to-day
operations, Congress holds the ultimate legal authority to change
the census process, with significant checks and balances FROM THE
    PRESIDENT and the Supreme Court.

WHEN are you going to stop sucking at this, lakehouse rich boy?
    No source?

    What a shock.

But even what you've quoted says:

"The U.S. Census is mandated by the Constitution"

    and

"In summary, while the Census Bureau manages the day-to-day operations, Congress holds the ultimate legal authority to change the census process"

    And straight from the Constitution:

'Representatives and direct Taxes shall be apportioned among the several
States which may be included within this Union, according to their
respective Numbers, which shall be determined by adding to the whole
Number of free Persons, including those bound to Service for a Term of
Years, and excluding Indians not taxed, three fifths of all other Persons.'

Now the part about "three fifths" has been rendered moot by the fact
that there are no longer any people "other" than "free Persons" (as much
as a bigot such as yourself might want to bring slavery back)...

...but regardless of whether you like it or not, everyone in the US is a
"free Person" and must be counted.

Trump has no power to declare that illegal immigrants won't be counted.

    This is pure political gerrymandering.

You think I wrote that? I'm flattered.

You think that my pointing out you not providing your source means that
I think you wrote it? You're that stupid.

    Is it wrong?

In the particulars you quote, no. But that's immaterial.

Then shut the fuck up lakehouse rich feminist.

But even what you've quoted says:

"The U.S. Census is mandated by the Constitution"

And that does NOT mean they're the only ones who can "change" it.

First of all the US constitution is not a "they".

Second, the constitution mandates the counting of all PERSONS, full stop.

To not count some persons is to be in violation of the constitution.
