Nine to 12 million families nationally have no internet access.

Thousands of low-income Butler County school families are getting help
in closing the once-wide “digital gap” that forces their children to go without options for online homework enjoyed by classmates with wealthier families.

The question is if the low-income people don't have internet access
because they don't want to spend their money for it, or because
internet access is very expensive in that area, e.g. because long
lines are needed with repeaters etc. that have higher costs to
    operate?
