I. Introduction and Background
By this Public Notice, the Wireline Competition Bureau (WCB or Bureau)
and the Office of Economics and Analytics (OEA) (collectively,
WCB/OEA) seek comment on the contours and specific requirements of the
proposed 2023 Mandatory Data Collection for incarcerated people’s communications services (IPCS). In issuing this Public Notice, we act
pursuant to the Commission’s directive so that it is able to implement
the Martha Wright-Reed Just and Reasonable Communications Act of 2022
(Martha Wright-Reed Act or Act).
