    Say I'm working an image and have just selected an area that I want to
    next move. I click on the 'move' tool but don't notice that it hasn't >'locked' so when I slide the mouse in the window the entire layer moves.

    don't use the moving tool.After selecting an area hold down the
    Cntr+ALT keys and click and drag the selection.
