As far as I can tell FMSLogo is GUI only and ucblogo is terminal based without ability for external program to capture its output.

Possibly Lhogho is what you may find useful for your purpose. Lhogho is a Logo compiler (sic!) and it can be used as a scripting engine. It has a simple REPL interface named CLI as well.
