Great news, only the file cygwin1.dll needs to be refreshed, and the sims will work on Win 10.
I installed Cygwin, and got that file from the bin folder.

Thanks for all the hard work that went into this thread.
I was having trouble with this as well. I am on Windows 11. I was unable to run the sim under WSL2/Ubuntu due to a segmentation fault that occurs. Apparently this has to do with WSL2 and X Windows and I've read that it can be made to work if you fall
back to WSL1 or maybe if you use a third-party X server like VcXsrv.
I didn't want to do all that, so thought I'd try the Windows version. I ran into the same crash as has been described above.
Following the suggestions, I looked around my system for versions of cygwin1.dll to try.
It turns out that (what appear to be) more recent versions of cygwin1.dll do not work (different kind of crash with a dialog box), but I found a version from 2019 that did work.
It was dated 12/13/2016 and came with the AndroidSDK, found on my disk under C:\Microsoft\AndroidSDK\25\tools\bin.
When I put that version into the bin folder, it worked!
