For the last few years questions@lists.ntp.org <mailto:questions@lists.ntp.org> subscriptions/unsubs were handled by emailing questions+[un]subscribe@lists.ntp.org <mailto:subscribe@lists.ntp.org>. That's changed as the list management software has switched from mlmmj to Sympa. The correct way now is to
visit https://lists.ntp.org <https://lists.ntp.org>, which I believe was
how it was done before mlmmj when the lists were hosted on Mailman.
