Yes, it makes sense. I am past that point now (without using the pioneers), but I think I understand what my mistake was. Lack of tools + probably there were no available units on the screen when I was trying to recruit (I could not understand why sometimes it worked, and sometimes it didn't. Is the "on the screen" issue mentioned in the manual? I went through it, but I don't remember this).
