It is normal that the temperature of the CPU of a Thinkpad T60
is 61 degrees celsius, almost at rest?
If not, what could be the problem?

61 C is definitely within the accepatble operating range; my old Compaq laptop idles at about 50 C and CPUs generally have a maximum operating
temp of 90 to 100 C.
If you want it to run cooler, you can just take some compressed air to
the vents.
If you *really* want it to run cooler, follow Marco's advice and replace
the thermal paste. Some Thermal Grizzly Cryonaut or something similar
would most likely outperform old IBM/Lenovo thermal paste by a mile.
