Has anyone tried RPCEmu on their Windows machines. I thought I'd have
ago for the challenge. Clicking on !Boot reports: You cannot
reconfigure this machine. Any ideas why not?

Isn't that just ROS just telling you that !Boot hasn't been run yet?
Have you configured things up to boot as per normal, i.e. as with the
    real OS?

Yes, I think you are right - its just that I don't know how to get it
to run !Boot. I can't find anything in the docs to help me.

You dont give much detail but the following should give you an idea.

Once you are in RPCEmu (within RISC OS), press F12 to go to command
    line, type;

    co. boot
    co. FileSysten HostFS

    and reboot.

Sorry, typo, should obviously be FileSystem.

Many thanks for your input Sniffer (great name) but I've abandoned the
rather poor procedure I used to get RPCEmu onto my PC. There is a
far-far superior method and that is to use RISC OS Direct's RPCEmu
Edition. An excellent package that displays a complete RISC OS desktop
1920 x 1080 looks very impressive (pity it doesn't save it over
re-boots). I've briefly tested some of the many included programs
(StrongED, NetSurf (network ready - impressive), DigitalCD, Python
(but has issues)). A very simple download, easy to setup and the
result is a very professional look to the desktop. Well done to the programmer(s).

But if not... If you double click !Boot it'll open a configuration
window, click Screen and set however you want it to display, do
[Set] and there after Bob's yer wotsit.

Have repeated the exercise and it maintains the resolution even when you
close the program completely and restart it. No idea why it didn't seem
to work the first time - finger trouble probably!!

The 1920 x 1080 window is large enough to see the RISC OS screen and
allow access to the PC desktop - best of both worlds.

Not if the machine hasn't booted, it won't. You get the error that Richard reported about not being able to configure the machine when trying to start Configure.
