Can idiot sin? No idiot in hell? That may depend on the definition of idiot.

The question would be is he so mentally incompetent that he is not
    resposnible for his actions.

He shows enough intelligence that this does not seem true. He has so
little regard for the truth, that it seems he doesn't care if he is
lying, but he seems to know that is what he is doing, so it seems he has
    doomed himself in his sin.

Of course, God will pass the judgement based on his infinite knowledge.

Since Olcott has claimed to be God, and God doesn't like that sort of
behavior, he starts on the wrong foot.

If God knows infinite things, does God know that black is white?

God knows ALL things, but only "knows" things that are actually true,
and doesn't incorrectly believe lies, mistakes, or falsehoods.

Now, to God, the blackest of places can still be seen into and observed,
so in one sense, black can be like white.
