I was expecting something along those lines indeed. TBH I'm expecting the person who submitted #1076725 and #1076726 to work on that, especially as I don't own any hardware d-i images could target using those packages.
In any case, it'd be nice to have some kind of plan/picture on how
things would fit together. It's not common (as far as I can remember) to have extra tools for hardware support (firmware packages being a rather separate topic).
Those udebs were created per request (see #1076725 and #1076726) in
order to allow installer support for Qualcomm-based devices,
especially recent Snapdragon laptops.

No, that one would be straight ath9k on x86, so neither of those packages should be required. The first target that comes to mind is https://wiki.debian.org/InstallingDebianOn/Thinkpad/X13s and other similar WoA laptops/tablets.
