    This error seems that it was caused here.

    and when adding --verbose for intltool-update, it tells failure about
    building uim.pot.

    I've checked encoding in POTFILES.in, uim 1.8.8 contains the following
    files that encoding is not UTF-8.

    I found that if these files are not listed in POTFILES.in as a test
    case, it succeeds to build uim.pot.

    I'm not sure how above files should be handled to fix this FTBFS,
    so want to hear maintainer's opinion. (Is it okay just convert into
    UTF-8?)

    Notes:

    - Many packages may be fixed by using this in configure.in:

    AM_GNU_GETTEXT_REQUIRE_VERSION([0.21])

    In this case, I think it has nothing to do with it.
