It may be possible to carry a Debian patch to forcibly set
can_load_en_us = TRUE
(this is what include %L does, yes the variable name is misleading,
it does actually mean "do compositions", and it's called compose_type
in other structs, but can_load_en_us in the parser),
but maintainer's discretion if they want to deviate from upstream like this (IMO this would be good to avoid breaking everyone's keyboards)
or if they prefer to carry a NEWS item. Or to migrate to fcitx.
It's all bad unfortunately.
