• Bug#1100671: packaging-dev: get out of testing

    While packaging-dev was probably useful when it was actively
    maintained, it hasn't been for the last 10 or so years.

    Currently it reocmmends packages no longer existing in Debian, that
    itself is an rc-bug. But really, lets just get rid of it.

    If someone wants to actively maintain the package, please set
    yourself as maintainer and close this bug.
