Unlike most other languages that have a principle country from which the language originates (like nl_NL), there is no central Arabic country. Given this is the case, it might be best for us to restore the long list of symlinks the package previously shipped.

Even though all of these point to the same dictionary, with Arabic I can see some people being offended if we only ship an ar_EG or ar_SA, for example.
