    The System app folder in GNOME Shell's Activities Overview does not
    show for people who have upgraded from Debian 12 to Debian 13
    "trixie". More specifically, if a user has logged in even once to
    GNOME Shell before GNOME 48, they won't see the System app folder.

    I believe this also happened for the Utilities folder years ago.

    This also makes it awkward for us to customize these folders as
    pointed in debian/changelog for gnome-shell 48.2-2
