the file /usr/share/base-files/staff-group-for-usr-local contains
information that is not valid since a few debian stable releases (it
talks about debian wheezy), which could be misleading for anyone who
finds this file on their modern systems.
Please consider updating the contents of that file, or perhaps even
getting rid of that file entirely.

The file you mention is actually the master copy, which was
copied to /etc in the postinst in the past (but not anymore).
If a Debian system has the file in /etc, then what the file
says is "correct" for such system, but those systems certainly
don't need the master copy anymore, so yes, I will remove the file.
