I think this has been fixed upstream in https://github.com/openssl/openssl/pull/27429

There has not been an upstream release since the fix.

I would upgrade the severity to serious because ppc64el is a release
atch and the CPU is supported. And then I would cherry-pick this plus
the "low" severity and came out recently and upload it during the
    freeze.
    Any objections?

I agree with the serious severity.

Upstream planned to release 3.5.1 a month after 3.5.0, but that didn't happen yet. I've asked them about the plans.

Okay. I plan to prepare an upload tomorrow. Please let me know if
    upstream plans a release soonish.

I'm going to increase the severity now as step one of the upload ;)
