    This does not seem to be related to piuparts at all. AFAIK we don't run piuparts on !amd64.

    That's probably the realm of the release team which needs to hint the
    package into testing (despite of increasing the uninstallable packages
    count on arm64). This only needs to be done once (as long as it stays in testing).
