Definitely. Very much On Topic, this being debian-user:

OT. This group concerns help for Debian users. It is not an advocacy
group. I want to learn about Debian, not be subjected to your trite
    opinions about other operating systems.

I lurk and you are very often OT. Please control yourself. Thank you.

The list name is Debian-user, not just Debian. If you've lurked for
any length of time you'll know that we Debian *users* help each other
in many areas, and that you've just pulled the net-nanny act with one
    of the major contributors here.

It's not a high-traffic list, very little of your time is being wasted..

Gentlemen, the proper Debian procedure for dealing with off-topic
traffic and similar issues is to raise a flag with the Debian Community
folks by emailing them at community@debian.org.

So arguably this whole discussion about offtopicality is itself off
    topic.
