    It would be great if the kernel experts could do some brainstorming
    about a solution for

    I understand why the current dependency is there and the problem it
    solves. But having the kernel headers package depend on the kernel
    image, firmwares and initrd is just sucks. Anything build-depending on linux-headers-generic for the BPF header (eg: src:systemd) is affected.
    So if a different solution for the same problem is currently solved
    with the dependency could be found, that would be great. Thanks.

    BPF programs are intended to be built, shipped and loaded by userland
