    | is it's not designed as a path to permanent residency. Instead, it's
    | a temporary path for foreign workers with special skills to fill
    | jobs that U.S. companies might otherwise have trouble filling. Now,
    | it's worth mentioning that the program does have its critics, folks
    | who say large companies can game the system by hiring H-1B workers
    | as a cheaper alternative to Americans, even though there are legal
    | safeguards that are supposed to prevent that.
