    | why the U.S. educational system isn't producing enough qualified job
    | candidates for Silicon Valley. The U.S. needs to find a better
    | trade-off between an excessive reliance on foreign nationals and not
    | having enough skilled people in the labor pool to meet market
    | demand. In a recent book, I've suggested that H-1Bs be allocated by
    | auction rather than lottery, much like the cap-and-trade programs
    | used to reduce emissions. The available number of H-1B visas could
    | be reduced slowly enough to avoid labor-market shocks, while
    | employers who really need visa holders could still bid enough to
    | hire them. This would also make it pointless for a company to submit
    | multiple applications for the same job.
