| According to Franchitti, a former Cognizant vice president, the
| company engaged in an ongoing business practice of preparing B-1
| visas for workers when more expensive H-1B visas were necessary to
| perform the work assigned. This practice allegedly reduced fees
| Cognizant owed to the government.

| Franchitti's complaint clearly alleges that an avoidance of visa
| application fees for H1-B visas arises based upon Cognizant's
| scheme, the court said.
