A Maryland police sergeant has lost his legs after authorities say a 19–year–old driver intentionally hit the officer with his vehicle.
Sgt. Patrick Kepp, who has worked in Montgomery County’s alcohol
initiatives unit since 2014, was struck Wednesday morning by the driver of
a Dodge Challenger. Kepp was putting out stop sticks on I-270 in an
attempt to stop driver Raphael Mayorga when police allege Mayorga
intentionally hit the sergeant while driving at least 100 miles per hour.
Mayorga faces a charge of attempted first-degree murder, police Chief
Marcus Jones said Wednesday at a news conference. The Frederick teenager
is “well known” by the police department for driving recklessly, Jones
said. Kepp had arrested Mayorga in May for allegedly driving 136 mph in a
55 mph zone.
Jones said that Mayorga had been allegedly driving “recklessly” at a high
rate of speed Wednesday morning and attempted to bait officers into
chasing him as he flew up and down I-270. He was observed allegedly doing donuts and pulling up to officers at traffic lights before blowing through them. He also allegedly nearly ran a vehicle off the road, Jones said.
“He does this intentionally to bait officers into chasing him as if this
is some sort of a video game,” the chief said. “Although this individual
had been provoking us, our officers did not pursue the vehicle.”
Instead, Kepp and other leadership decided to put out stop sticks, which deflate tires, in an attempt to stop Mayorga. The teenager is suspected of “intentionally” veering his car from the center lanes to the left lanes directly at Kepp as he deployed the stop sticks, Jones said.
Officers on the scene performed life-saving care on Kepp until he was
taken to a hospital, where he remains in critical condition, Jones said.
His legs were amputated, WRC-TV reported.
Mayorga’s vehicle was eventually stopped on I-270 by stop sticks, and he
was taken into custody. Jones said Mayorga may have been under the
influence of drugs, but results were pending.
A passenger, whose identity wasn't released, faces no charges and is being treated as a witness, Jones said.
