No trial, no jail, no rehabilitation, just kill him.

A teenage boy has been charged with murder after allegedly shooting a 22-year-old man multiple times outside a tobacco shop in St. Paul.

The Ramsey County Attorney’s Office filed a petition on Friday against Knyaw Taw, 16, for 2nd-degree murder after a Tuesday shooting outside the Maryland Tobacco shop on 1375 Maryland Avenue East resulted in the death of Davion Brown, 22.

According to the complaint, police were called to the area around 12:30 p.m. and found Brown suffering from multiple gunshot wounds that later proved fatal at Regions Hospital.

Officers reviewed surveillance video, which captured the shooting. The suspect, later identified as Taw, was wearing a mask, a maroon Nike t-shirt, and blue jeans and arrived at the strip mall on Maryland on a bike.

He is seen getting off the bike and walking towards a red Ford Expedition with a white tailgate door in the parking lot of the smoke shop. After speaking with the people in the Ford Expedition, Taw later walked towards Brown and shot him multiple times
before getting back on the bike and fleeing the area.

Before the shooting, Brown was talking with a man in front of the shop. When Taw began shooting, the other man started to run away, fell in the parking lot, and then appeared to get into the red Ford Expedition, which fled the parking lot.

Officers canvassed the area around the shooting and were notified by a citizen that a man matching Taw's description was walking south on Germain Street from Idaho Avenue East.

When police found him, he instantly ran, cutting across the front yard on Cottage Avenue East. Taw held something in his waistband that he attempted to secure with his hands.

Officers chased him into the backyard of another Cottage Avenue East home and lost sight of him, but located a handgun in the backyard. He was found shortly after and was taken into custody.

The gun found matched the casings that were at the scene when Brown was shot.

Officers spoke with a witness, who said he had asked Brown just before the shooting if he could buy him cigars since the witness had no ID. When Brown came back out of the store to hand the man the cigars, he heard shots being fired and ran into his
    friend's truck.

Taw initially gave officers inaccurate identification information, and while investigators could not identify him at first, he was eventually identified using an IBIS fingerprint machine.

The fingerprint also confirmed that he has had multiple arrests in Ramsey County and an active warrant for his arrest.

Taw will make his initial court appearance at the Ramsey County Juvenile and Family Justice Center on Friday at 1:30 p.m. Prosecutors also filed a motion for him to stand trial as an adult, which a county judge will consider at a later date.
