    Well, the 119th Congress did have a bill to help the FAA which passed
    the House, despite 180 GOP members voting against it. But when it got
    over to the Senate, the Senate Majority leader Mitch McConnell sent it
    out to committee to die .. never came up for a vote.

    Somewhat correct.
    Companies like IBM, Xerox and others had a policy that they called "lifetime employment".
    Basically the company line was, you'll never get rich working for xxyyzz but you will
    always have a job.

    It worked well from the 1920's to circa 1980's where it fell apart as layoffs began.

    These days that policy is all but abandoned except in the military.
    Big companies like IBM want people to stay say 5 years, pick their brains, and have them move on to let new brains into the fold.
