One of my brothers is color blind; he could not see it even when his
    wife detailed the fine points.

The face looks like a blur to me.

Person's eyes are looking to his right: green building with open
garage door, and to the right on second story building is a
collapsed roof with a dark square area.

Downsize the pic if seeing in full screen.

It's not really; it's psychology 101 that people (maybe a lot of
creatures?) are hard-wired to spot faces.

I've heard that, but this photo is doing nothing for me. I have good
eyesight, and I'm not color blind, but I just don't see it.

I've tried blinking, focusing on it, looking back and forth... I'm
getting nothing aside from dizzy zebra stripes. The resolution of my
monitor could also be an issue. It's an old NEC Multisync LCD from the
late 90's or so. 1024X768 res... I can't view most photos "full size"
    unless I downsize them.

Take a look from about 45 degrees off. and squint. oh maybe you also need
to roll up a trouser leg and touch your nose.
