The best part is in the earlier picture, where engineers went so far as to even pave the road. At some point later, someone blocked it and said, 'eh nope, maybe not such a good idea.'

I'd never heard of this place - thanks for posting, this is really
cool. Upon a casual glance, the rock appears unchanged. Must be a
helluva rock! I'd be more interested in hearing from the engineers
about any differences in the pieces holding it up - perhaps that is
what caused them to stop traffic from going underneath it.

Maybe have the school field trip bus park somewhere else, eh?

This granite boulder created a tunnel over the Generals Highway until
the road was rerouted. If you want to take a closer look, accessible
parking and a paved path provide easy access to the old roadway
    beneath Tunnel Rock.

Good thing they rerouted it. Modern drivers are too reckless and drive
too fast. It would probably be one of the most dangerous tunnels in the
    world.

More pics....blogger suggests around 1990s they closed it, due to
larger vehicles being more common. So a height restriction appears to
be the reason for closing it to traffic.

Forget height issues, I'm pretty sure a modern pickup truck wouldn't fit through it width-wise.

I know there were state highways being 8' wide for each lane years
ago. I know by 1960s, there was a mandate to widen them.

Most/all pickup trucks are less than 8' wide. I'm not sure about dual
    tired ones.

    Based upon this pic
    https://pbs.twimg.com/media/F4zmYlpXYAEtmG5.jpg
two lane traffic was possible. Actual width is unknown, but I suspect
they built it to existing roadway width then, or there was signage
    then indicating otherwise.
