    I believe the "scratching my back" behavior is common to most all, if
    not all, political systems.

    Also seen in social groups in various ways....money itself does not
    have to be involved. For instance, when Walmart wanted to setup shop
    in smaller cities, the local business community might/did make an
    effort to reject this intrusion. Analogous to good old boy culture
