    A relative evaluation....qualified in terms of will a person graduate
    from an institution is being qualified objectively. Allowing only
    students with a previous track record of receiving A grades is
    discrimination. Qualification should never be based upon allowing the
    cream of the crop students, but rather if they will graduate.

    university, but is not "qualified"

    Keep in mind taxpayers in US are paying for publicly funded schools.

    Universities should not become a cream of the crop social club, when
    paid for by tax payers.

    As noted to "D", are publicly funded universities/colleges only for
    the cream of the crop students when all taxpayers are footing the infrastructure bill? If this is an exclusive club, then the cream's
    parents should be paying for this, not the other tax payers.

    2. Hire staff to fill a business need. Allow anyone of any persuasion to
    apply for the job and be given an equal chance of getting the job.
    3. Hire the person most qualified to do the job well.

    If the person is not qualified, the person should not attend. Simple as
    that. Everything else is a great way to waste tax money.

    That would be part of my job description. My front office secretary should welcome my visitors and customers and it is pleasant to have a beautiful
    woman do that in my line of business with 99% men. So a beautiful woman
    would have a huge plus in my book.

    Of course there are other skills and attributes as well, but looking good
    is one attribute I want.
