Kudos to State Farm for addressing the issue.

Previously in time, some states addressed this issue when an accident
happens. Unknown if all states now check cellphone activity after an
    accident.

Cellphone usage can be addictive....they just have to respond.

State Farm has filed a patent for a system that suppresses calls
    and
notifications to a driver's phone while they are operating a motor
vehicle, according to patent documents recently published by the
United States Patent and Trademark Office.

    I
will admit crazy people calling you while driving can be terrible.

If they would offer cost effective insurance I would possible consider
    there technology.
However that being said could be seen as a weapon in practice.
