I've been using their DNS, news.eternal-september.org, but sometimes,
its IP address can not be found. So, I switched from DNS entry to
actual IP address. They have two IP addresses.

I used ES for a while, but it had hiccups from time to time. When I
learned that I could buy a block of data from Blocknews for $5, enough
to last my lifetime, I decided that was a better route than relying in a
free service. Blocknews is much more stable, and has greater newsgroup
    access.

When I tried doing a DNS lookup, the sites I checked showed nothing
for their IP address, and now they do. When I tried to access their
    web-site, the same issue, nothing.

DNS records can be updated within 5 minutes to 2 hours...if those with
DNS servers are not throttling their bandwidth.

Unknown if an "outsider" could de-register a site

I'm using Quad9 for DNS server, and it is "A public and free DNS
    service for a better security..."
