With "Wi-Fi Calling on This iPhone" enabled and iPhone isn't connected
to wifi, phone calls don't work on cell? Is this normal? Or should it

Earlier tonight, it (also SMSes) didn't want to work at all. I tried rebooting iPhone, disabling and enabling wifi, airplane, iOS v16.4.1's settings' cellular's wi-fi calling, etc. :(

If the cellular network is ok you have a deeper rooted issue.
Consider a factory reset.

Isn't the whole point of wifi calling is to use wifi Internet like on
cable that never uses cellular connections?
