I saw that days ago and didn't think anything of it, Jolly Roger.

I suspect that the Qualcomm (and other co. cases) required someone to
foot some heavy comms bills to get the comm side going.
In the Apple case, in order to "prime the pump" that heavy tab is being
picked up by Apple in the first couple years. I expect Apple will be
adding a fee structure of some kind at some point for those who expect
to be in situations where such comms might be a life saver.
Speaking of which, Apple just announced they are extending Emergency SOS
via satellite another year, which should *really* chap the troll gang's
asses - you love to see it:
