v16.7.2? iPhones' iOS v16.7.2's settings -> general -> software update doesn't show v16.7.3 anywhere.

Why should anyone consider to install such an old interim
iOS-version when there is a newer one? This is nonsense in
extremis.
Like yesterday you want to do again non-standard things on your
(client's?) devices. Stop this crap.

If you are currently on 16.7.2, then 16.7.3 will be available. Assuming that (1) 16.7.3 exists and (2) it was not pulled for whatever reason. Could also be just a temporary glitch. Stuff happens.
I don't see any references to 16.7.3 in the usual places. Where did you see it?

Then it is probably just a glitch. I would do a soft reset of the phone, which
on my phone is quickly press volume up then volume down then press and hold the power button until it reboots.

Apple does tend to ripple updates out around the world to stop servers
being overloaded by all the devices auto-updating at teh same time, so
it may take a day or two (or longer) for an update to show up in all
regions.

Very true. It will probably be fine for him in a couple days. Just because it was "released" today does not mean that everyone will see it today.

Completely wrong. If the device actively starts a search it will find it immediately at the release moment. Everywhere on this planet.

In any case, waiting a day or so before panicing is still a good idea.

Would be extremely reasonable: *Security First*!
But v16.7.3 has security fixes too as shown in https://support.apple.com/kb/HT214034.

If redditors are saying it then must be true. Despite the fact Apple
haven't done this before and the update is available for all.

Not for me. When I go to settings/genera/software update, there was no
choice of versions to select from.
How do we get another version, if it is possible?

Not sure if it's possible, but Apple seem hell bent for leather to steer everyone up to the latest v. Not that there's anything wrong with it.

Can't check now as I upgraded to 17.1 a couple of weeks ago but it was
always at the bottom of the screen. I agree 17 was the prominent option,
but if there was an update you'd see both.

Maybe I missed it. I???ll pay closer attention next time.
