    raise prices to what the imports cost. Some raise prices because

    But that's what happens. The tariffs raise the prices of imported goods, and then domestic producers raise their prices to match. That's a subsidy to domestic producers that is grossly inefficient.

    Buy cheap and sell dear. If Safeway can find a domestic source of
    avocados though a little more expensive than Mexican, they can
    make a bigger profit.

    It would be smarter to make a targetted subsidy from the treasury
    to domestic farmers. Mexico can still object to an unfair trade
    barrier but it would not start a international trade war.
